Egypt's E-Government, A Non-Classic 11 Year Story

Description: In this session, we go through one of the most multifaceted projects that needed multi-techniques for handling it. The project was composed of 4 sub?projects, namely

  1. Basic infrastructure
  2. ii. Service delivery over new channel
  3.  iii. State resource planning
  4. iv linking databases.

The project not only dealt with changing technology over the 11 years in a verysmooth way attributed to good planning and forward looking, but also it dealt with extreme political issues and not also to underestimate cultural issues and many other.

The basic infrastructure aimed at setting the stage. So it covered the legal and regulatory issues which are more important than fiber cables under the ground. The service delivery was hit success taking Egypt’s gateway and web services from a ranking of 160 in 2003 to 23 in 2010 out of 192 countries covered by?annually by the UNPAN report. The state resource planning had a major impact on transparency and promising saving on money circulating daily in government. Last but not least the service oriented architecture and linking of databases were the bases for the largest and most successful story of social safety nets that grabbed the attention of all OECD countries as a case study.

The drafting of the project document started in October 2000. First document covered 2001?

2007. Second document covers 2007?2012 and currently third document is being brain stormed and debated. Challenges are not only to anticipate prevailing technology until 2017 but also the changing environment that Egypt’s passes through.
